CALL TO THE
2008 TENTH CONGRESSIONAL DISTRICT
DEMOCRATIC CONVENTION
1. CALL.
According to the authority provided by the Virginia Democratic Party Plan, the Tenth Congressional District Democratic Committee herby calls a Convention to be held at 10:00am on Saturday, May 17, 2008 in the Heritage High School, 520 Evergreen Mill Road, SE, Leesburg, VA 20175. The doors to the convention will open at 9:00am. Credentials will be available from 9:00-9:30am.
2. INCORPORATED DOCUMENTS.
All appropriate provisions of the Virginia Democratic Party Plan, as amended, and the Delegate Selection Plan issued by the Democratic Party of Virginia dated December 1, 2007 are incorporated into this Call by reference and made a part hereof.
3. PURPOSES.
The purposes of the District Convention shall be:
a. To elect 5 delegates and 1 alternate to the Democratic National Convention as follows:

b. To elect a Democratic Elector for the 10th Congressional District;
c. To nominate three (3) members each to the Permanent Rules and Credentials committees of the State Convention;
d. To consider resolutions; and,
e. To conduct such other business as may properly come before the convention.
4. DELEGATES.
County and City Democratic committees shall elect the following district convention delegates and alternates:

County and city caucuses shall select the delegates to the District Convention beginning at 12:00 Noon on Saturday, April 19, 2008, or 7:30 p.m. on Monday, April 21, 2008. The caucuses may be assembled or unassembled.
5. PARTICIPATION AND OUTREACH.
Participation in the District Democratic Convention is open to all registered voters who wish to participate as Democrats. All meetings shall be open to all members of the Democratic Party regardless of race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, or disability, and all meetings shall be publicized in accordance with the Virginia Delegate Selection Plan. Each District and local committee should conduct outreach programs to encourage full participation by all Democrats in the National Convention Delegate/Alternate and Elector election process, including notice, publicity and education programs. Such outreach should be directed to all Democratic constituencies according to the state party plan and the guidance for conducting the district convention.
6. DECLARATION.
All persons participating in the Convention shall sign a Declaration form which includes an affirmation that the person:
a. Is a resident of, and registered to vote in the Congressional District;
b. Does not intend to support any candidate who is opposed to the Democratic nominee in the next ensuing general election;
c. Considers himself/herself to be a Democrat;
d. Is not a member of any other political party; and has not participated and will not participate in the nominating process of any other political party for the 2008 general election.
7. DISTRICT CONVENTION RULES AND COMMITTEES.
The District Convention shall be governed by the rules designed by the Rules Committee and adopted by the Convention. The 10th District Committee shall appoint the members of the Temporary Committees on Rules, Credentials, and Resolutions. The 10th District Chair shall appoint the conveners of each committee. Each committee shall be composed of 5 members. The 10th District Committee will appoint the membership of the Temporary Committees.
8. RESOLUTIONS.
For a resolution to be considered at the District Convention it must be received by Richard Hampton, Standing Resolutions Committee Chairman, no later than 5:00 PM, May 2, 2008. All resolutions adopted by the District Convention will be certified by the District Chair and forwarded to the State Central Committee for consideration by May 21, 2008.
9. COUNTY AND CITY CALLS.
Each county and city Democratic committee shall have provided the call to caucus to the State Party and the 10th District Committee Chairman by March 21, 2008.
10. FILING FOR THE CAUCUSES.
Any Democrat wishing to be a delegate or alternate to the District Convention must file a certificate of candidacy using a form approved by their local committee with the chairperson of the local county or city Democratic committee, or a designated representative, by the filing deadline. For caucuses to be held on Saturday, April 19, 2008, the filing deadline is 5:00 p.m., Monday, April 14, 2008. For caucuses to be held on Monday, April 21, 2008, the filing deadline is 5:00 p.m., Wednesday, April 16, 2008. A $5.00 filing fee for 10th District Convention delegate or alternate candidate’s fee is requested in addition to any fees requested by local committees. This fee shall be collected by the county or city committees within the 10th District and shall be forwarded to the Treasurer of the 10th CDDC, Sam Crockett, PO Box 353, Waterford VA 20197-0353, no later than Friday, May 2, 2008.
Only those persons who have filed by the deadline will have their names printed on the ballots distributed at the caucuses. Each county and city committee shall provide notice of the filing deadline and of the date, time, and place of the caucus at least seven (7) days but not more than two (2) weeks prior to the caucus. Within five (5) days after each caucus, each county and city chairperson shall provide the State Party and the District Chair with a certified list of delegates and alternates, including name, mailing address, telephone number, and email address (if available).
11. FILING DEADLINES AND LOCATIONS FOR THE DEMOCRATIC NATIONAL CONVENTION.
All documents to be filed with District Chair or State Party, as applicable, shall be post-marked by the stated deadlines and those contained in the incorporated documents.
Persons wishing to file as district level delegates or alternates to the national convention or as the Democratic Elector for the 10th Congressional District, all to be elected at the 10th District Convention on May 17th, shall file no later than 7:30 PM, May 2, 2008 with the 10th District Chairman (except Resolutions; see paragraph 8 above), Richard M. All candidate forms for positions to be elected at the State Convention on June 14th shall file with the State Democratic Party at: Democratic Party of Virginia, Democratic Party of Virginia, 1710 East Franklin Street, Richmond, VA 23223, Email: levar@vademocrats.org.

There are no fees for filing as a candidate for National Delegate, National Alternate or Elector.
12. FILING FOR MEMBERSHIP ON THE STATE CONVENTION PERMANENT RULES AND CREDENTIALS COMMITTEES.
Persons who wish to serve on the State Convention Permanent Credentials and Rules committees shall file their intent via letter or Email with the 10th District Chairman no later than 7:30 PM, May 2, 2008. A simple statement of a desire to serve on one of the committees is sufficient.
13. SPECIAL NOTE.
Filing forms may be filed in person, by U.S. Mail, express mail (USPS, FedEx, DHL, UPS, etc.), or by Email. All Statements of Candidacy Forms for the National Convention or for Elector may be filed via Email but the form must show the signature of the filer.
